This is the seminal paper by Ampère in developing the area of electromagnetism which he called electrodynamics following the discovery of electromagnetism by Christian Øersted in the spring of 1820 "It was this (Øersted's) discovery that he (Ampère) introduced to the Académie on 25 September. Since the pattern of magnetic force around a curren-carrying wire was circular, it was ho great step for Ampère, the geometer, to visualize the resulting force if the wire were coiled into a helix… What Ampère had done was to present a new theory of magnetism as electricity in motion." (DSB 1, 143-44) The two article in volume 15 are the full discovery illustrated with 5 plates. The article in Volume 16 (1821) was Ampère's reply via letter to Arago to comments by Bezelius' letter to Berthollet. The folding plate in vol. 16 provides information discussed in Ampère's letter to Arago. The two volumes of the Allales de Chimie also contain articles by Fresnel, one of which deals with the relectio of light. (Dibner 62; Heralds of Science 62; Norman 64; Sparrow, 33)
